The Ministry of Internal Affairs has adopted the
Rulebook on Amendments to the Rulebook on Forms, Specific Conditions, and the Manner of Issuing a Temporary Residence Permit and a Temporary Residence and Work Permit
(“Official Gazette of Montenegro”, No. 012/25 of 11.02.2025).
In the Rulebook on Forms, Specific Conditions, and the Manner of Issuing a Temporary Residence Permit and a Temporary Residence and Work Permit (“Official Gazette of Montenegro”, No. 25/19, 21/20, 37/21, 120/21, and 145/22), the following amendment has been made to Article 9:
Article 9
Proof of possessing financial means for subsistence for the issuance of a temporary residence permit shall be considered: proof of possessing funds in a bank account (credit card, savings book, confirmation from a commercial bank on account transactions), proof of personal income from employment in the last three months, proof of the amount of a scholarship, proof of secured medical treatment costs, proof that financial means for subsistence are secured through renting out immovable property owned by the foreigner in Montenegro, or a statement by a natural or legal person committing to cover the foreigner’s stay expenses.
A foreigner is considered to possess financial means for subsistence, within the meaning of paragraph 1 of this article, if they have financial means in the amount of at least 20 euros (previously: 10 euros) for each day of the requested stay.
Proof of possessing financial means for subsistence for the issuance of a temporary residence and work permit shall be considered a written job offer from an employer for employing a foreigner in a specific job position, stating a minimum salary amount that cannot be lower than the minimum salary in Montenegro, which is 600.00 euros for employees in positions requiring up to Level V qualification and 800.00 euros for employees in positions requiring Level VI or higher qualification.
Additionally, in Article 11:

Proof of health insurance shall be considered travel health insurance provided by an authorized insurance company or health insurance provided in accordance with international agreements.

This rulebook shall enter into force on the eighth day following its publication in the “Official Gazette of Montenegro.
